Heating & Air Conditioning in Loomis, CA
Repair, replacement and maintenance of heating and cooling in Loomis, a small Placer County town with its own building department.
Climate and your system
Auburn’s NOAA station, about 13 km northeast, is the nearest one with 1991–2020 temperature normals, but it sits at roughly 1,290 feet while Loomis is around 360 to 400 feet, so its figures describe a higher, cooler spot rather than the town itself. Between Auburn and the valley station Sacramento 5 ESE, about 35 km away, July highs average about 93 to 94°F; Auburn records close to 20 nights a year at or below freezing, where the valley station records about 4. Loomis winters probably fall between the two, which is worth keeping in mind when choosing a heat pump.
The whole town lies in Climate Zone 11 (ZIP 95650). A changed-out system here generally needs its ducts sealed and leak-tested, with an ECC-Rater, formerly titled a HERS Rater, verifying the test.
Homes in Loomis
With about 3,100 homes, Loomis is small enough that census estimates for it carry wide margins: the median home dates from around 1980, and roughly half are older than that. Not every property is on natural gas, as the town’s separate permit for propane tanks shows, and in a propane-heated house the running-cost comparison with a heat pump can come out differently than on PG&E gas.
Permits: Town of Loomis
Loomis has its own Building Division, and HVAC applications go to it by email with a building permit application, a CF1R energy form and a smoke and carbon monoxide alarm declaration; a gas-to-electric conversion also needs an electrical load calculation form. The town will not process a building permit unless the contractor holds an active Town of Loomis business license and a CSLB license in good standing. Under the fee schedule effective July 1, 2026, a stand-alone mechanical permit is $410 plus a 10 percent general plan fee and a 5 percent technology fee, and inspections run on Mondays, Wednesdays and Thursdays. We put the whole submittal together, so there is nothing for you to file. Source: Town of Loomis, Mechanical/Plumbing Permits.
Utilities and rebates
PG&E provides electricity in Loomis, and gas where a gas line reaches the property; the town’s FAQ sends residents to PG&E for power hookups. Pioneer Community Energy may also appear on your bill as the electricity supplier. Heat pump rebates from SMUD and Roseville Electric don’t reach Loomis; for the programs that do, see our rebate guide.
Wood stoves in Placer County
The Placer County air district’s Rule 225 bars selling or transferring a property that has an operable freestanding wood stove without EPA Phase II certification, which matters if you plan to sell a house heated that way. The district also pays vouchers toward an electric heat pump that replaces an uncertified stove, insert or fireplace used as main heat, with the work done by its approved retailers; see the Placer County APCD program page and Rule 225.
