Heating & Air Conditioning in West Sacramento, CA

Heating and cooling service in West Sacramento, the Yolo County city across the river from downtown Sacramento.

Climate and your system

The nearest NOAA station with 1991–2020 normals is across the river at Sacramento Executive Airport, about 7 to 9 km away, the same station our Elk Grove page uses. It averages a 93°F July high and about 76 days a year at 90°F or more, with January lows near 39°F. Davis 2 WSW, about 22 km in the other direction, averages a nearly identical 93°F in July, which suggests these figures are a fair guide for the city.

Like Sacramento across the river, West Sacramento (ZIPs 95691 and 95605) is in Climate Zone 12. The 2025 Energy Code, which governs permits applied for from January 1, 2026, renamed the HERS Rater an ECC-Rater, and that independent rater still verifies the duct test on a typical system replacement.

Homes in West Sacramento

West Sacramento’s roughly 20,800 homes come from two eras: about 44 percent were built before 1980, including nearly one in five from the 1950s, and about 42 percent date from 2000 or later, which puts the median at 1987. A 1950s house and a house from the 2000s in the same city can need very different work, from new ducts and an electrical upgrade to a simple equipment swap.

Permits: City of West Sacramento

West Sacramento issues its own permits through the city’s building division rather than through Yolo County. The division generally handles a changeout of an HVAC system, heat pump or mini-split, along with the condenser, coil and ducting that go with it, as an over-the-counter mechanical permit through its online portal, and the city warns that skipping a required permit can bring a fine. The application is something we take care of. Source: City of West Sacramento, Building Division.

Utilities and rebates

West Sacramento is served by PG&E for both electricity and gas. Valley Clean Energy covers Davis, Woodland, Winters and unincorporated Yolo County but not West Sacramento, and SMUD’s rebates from across the river don’t apply here either; our rebate guide has what we found for this area.

On a limited income, it is worth asking about PG&E’s Energy Savings Assistance program: if PG&E decides a gas furnace or water heater is inoperable or unsafe, the program may cover fixing or replacing it.

Yolo-Solano wood stove voucher

West Sacramento is in the Yolo-Solano Air Quality Management District, whose Woodsmoke Reduction Program offers a $5,000 standard voucher or a $10,000 enhanced one for replacing an uncertified wood stove or fireplace used as primary heat with an electric heat pump. The district requires the heat pump to be sold and installed by its participating retailers and allows no retroactive rebates, so apply before any work starts; see the district’s program page.

What we do in West Sacramento

If friends in Sacramento have told you about SMUD rebates, ask us what applies on this side of the river instead.

Common questions in West Sacramento

Yes. In California a building permit is required when an HVAC unit is replaced. In West Sacramento, residential HVAC permits come from the City of West Sacramento Building Division, and most replacements also require a Title 24 duct leakage test verified by an independent ECC-Rater (formerly HERS Rater). We get the permit and schedule the test for you.
PG&E owns the electric lines and supplies natural gas in West Sacramento (with Valley Clean Energy supplying electric generation for most accounts). As of October 2026 we found no open electric utility rebate for central heat pumps in PG&E territory, though the Yolo-Solano AQMD offers wood smoke reduction vouchers when program funding is open.
Through November 30, 2026 our residential visit and diagnosis is $49 per system, and we waive the $49 fee if you approve the repair. The price is the same on evenings and weekends, and you get a written repair price before any work starts. New installation estimates are free.
